How to Buy an Off-Plan Villa on Palm Jebel Ali: Step-by-Step for Expats

Palm Jebel Ali is a freehold zone: buyers of any nationality own the villa and the land beneath it outright, with no local partner and no leasehold clock. The purchase process is more standardised than most international buyers expect. Here is the full journey.
Step 1: define the target
Decide between the three products: Beach Collection villas (5 to 6 bedrooms, from AED 18M), Coral Collection villas (6 to 7 bedrooms, from AED 29M), or Palm Central townhouses (4 to 5 bedrooms, from AED 14.9M). Frond position, style and release wave drive the price within each tier.
Step 2: register with a licensed broker
Nakheel releases inventory in waves, and allocations move within days. Working with a RERA-registered brokerage gets you launch-day access and someone accountable under Dubai's regulatory framework. Step 3: reserve and sign
- Pick the unit from the live availability grid and pay the booking deposit.
- Sign the Sales and Purchase Agreement (SPA) setting out the 20/60/20 schedule and specifications.
- Nakheel registers the sale as an Oqood (off-plan title) with the Dubai Land Department; the 4% DLD fee applies here.
Step 4: pay through escrow
Every instalment goes to the project's RERA-regulated escrow account, released to the developer only against certified construction progress. Payments are typically bank transfers; crypto and cash carry compliance limits, and international transfers should reference the SPA number.
Step 5: the wait, productively
- Track construction through official updates (we summarise them in our project updates).
- Apply for the 10-year Golden Visa once registration is complete.
- Resale before handover is possible after a minimum paid threshold, subject to Nakheel's NOC and current transfer rules.
Step 6: handover
At completion, scheduled from late 2026 for the earliest fronds, you inspect the villa, settle the final 20%, and the Oqood converts to a full title deed in your name. Service charges begin from handover.
Tax position for expats
